Getting from the Rome airport of Fiumicino to the budget airport of Ciampino or vice versa will most of the time be quite complicated, since it means getting from whichever one of the two airports you arrive at to Roma Termini first and then going to the second airport.

Taxi Between Fiumicino and Ciampino
Until recently the only fast way of traveling between the two airports was by taxi. The price for this route is fixed at 50 Euros, for a maximum of 4 passengers, regardless of the time of day or the day of the week.
Direct Bus Between Ciampino and Fiumicino Airports
There is one way, however, to travel directly from Ciampino to Fiumicino or from Fiumicino to Ciampino. Initially this connection was available only three times a day, but the frequency has since doubled and it is from early in the morning there is now a bus that more or less every two hours travels from the one airport to the other.
The Gaspari bus company offers a connection from the city of Martinsicuro, a small town on the other coast of Italy, to Fiumicino, stopping in Ciampino along the way, therefore creating a direct connection between Rome’s two airports.
